Finance department issues EOI for Pre-Budget System

The Commonwealth Department of Finance is seeking expressions of interest (EOI) to replace its Pre-Budget System.

The Pre-Budget System provides support for activities such as new policy proposals, tracking and storing relevant information relating to submissions/letters, costings and government decisions for current and past budget rounds.

The project forms part of the Department’s financial transformation program. The new system will replace the existing system, which is based on Microsoft CRM Dynamics 2011 and was delivered prior to the 2014/15 Budget process.

The EOI aims to identify potential commercial off the shelf (COTS) systems or solutions in the market with the capability to address the business requirements.

The Pre-Budget System will need to import and export data from existing Finance applications including Central Budget Management System (CMBS), Central Budget Management System Redevelopment (CMBSR), SAP, MS Excel and BI solutions such as Tableau.

The industry briefing on the tender process said “the current application has some usability issues which are reducing the efficiency for staff interacting with the system”.

Submissions for the tender close 18 November 2016, with the evaluation to be completed by 13 December 2016. The solutions is expected to be implemented in the Finance environment by mid-2017, and rolled out to all stakeholders in late 2017 and early 2018.
